In-depth: five social housing projects for 2025

Work is expected to begin on dozens of social housing projects across the Vale of Glamorgan this year.

A former police station in Cowbridge has been earmarked as part of a scheme to develop 14 new council homes and a disused patch of land near the centre of Barry is proposed to make way for 46 new flats for older people.

In a report recently published by Vale Council, the local authority said there are more than 6,900 households on the council housing waiting list.

It also states that there are more than 200 homeless people living in temporary accommodation.

By the end of the 2024/25 financial year, Vale Council said it will have completed 206 new homes.

According to one document titled ‘new build forward plan’, the council expects to begin work on five different sites in 2025.

Here is a closer look at where the council plans to develop social housing this year and how long work is expected to take.

Cowbridge Police Station

Detailed plans to redevelop Cowbridge Police Station on Westgate, Cowbridge were published in June 2024.

The proposal involves converting the former grade II listed police station and demolishing and redeveloping the old Magistrates Court into 14 one bedroom apartments for people over 55.

More recently, the former Magistrates Courts were used as Y Daith pupil referral unit. The old police station dates back to 1891.

Vale Council’s new build forward plan states that work on the development could begin at the beginning of February.

The estimated completion date for the project is 31st May 2026.

Maes y Ffynnon

Plans for new council homes on land to the north of at Maes y Ffynnon in Bonvilston were approved by Vale Council’s planning committee in October 2022.

Originally, the plan was to build 10 homes on the land, which has been subject to a number of different planning applications for homes that never came to fruition.

However, concerns were raised about the development in relation to the loss of public open space and planning committee members voted to refuse the scheme in 2021.

The council’s housing department appealed the planning committee’s decision and the plans were later amended to propose eight homes and more green open space.

Construction work is expected to begin on April 1st and the estimated completion date is 1st June 2026.

Cadoxton House

Cadoxton House in Barry will be turned into temporary accommodation for homeless people.

An application to change the use of Cadoxton House, located on Little Moors Hill, from a community support centre into social housing was approved in May 2025.

The building will provide 14 flats, according to a Vale Council document published recently on its new build forward plan.

Vale of Glamorgan Council’s new build forward plan states that the Cadoxton House project is expected to begin on 1st April 2025.

The estimated completion date is 31st March 2026.

The Old Compound

There are currently plans in place to redevelop the area around Broad Street Clinic in Barry.

This includes proposals to demolish Broad Street Clinic and build a new apartment block in its place and develop 46 council apartments for older people on the old compound site.

The wider scheme for this area of Broad Street also proposes the development of a new healthcare facility and improvements to the road and public realm.

According to Vale Council’s new build forward plan, work is expected to start on developing the old compound on June 1 and it is estimated to be completed by 12th December 2027.

The development of the area around Broad Street is something residents in Barry have been waiting for for years, with the current Broad Street Clinic having been labelled an eyesore by some.

Cogan Farm (Penarth)

Plans for 51 council homes for older people at Cogan Farm, Penarth were said to be at an early planning stage in May 2024.

There are still no plans relating to new homes at Cogan Farm available to view on Vale Council’s planning page.

However, the council's new build forward plan document states that work could begin by June 1st if the scheme does get through the planning stage.

If work starts then, the estimated completion date is 31st December 2026.
